This blog is a record of my journey of discovery. Although I have long been familiar with many so-called conspiracy theories, it’s only since the Sandy Hook drill that I’ve become intensely interested in what’s actually going on. Research for a recent post on FEMA guillotines provided my first exposure to Rex 84. This is what I’ve discovered so far.
I guess what caught my attention was the length of time “they” have been developing these plans.
According to Wikipedia:
Rex 84, short for Readiness Exercise 1984, was a classified “scenario and drill” developed by the United States federal government to suspend the United States Constitution, declare martial law, place military commanders in charge of state and local governments, and detain large numbers of American citizens who are deemed to be “national security threats”, in the event that the President declares a “State of National Emergency”.
It seems the Miami Herald leaked news of the plan on July 5, 1987. Coincidentally, two days later, one of the plan’s co-authors, Oliver North, became available for public questioning about it.

Transcripts from the Iran-Contra Hearings in 1987 record the following dialogue between Congressman Jack Brooks, Oliver North’s attorney Brendan Sullivan and Senator Daniel Inouye, the Democratic Chair of the joint Senate-House Committee:[Congressman Jack] Brooks: Colonel North, in your work at the N.S.C. [National Security Council] were you not assigned, at one time, to work on plans for the continuity of government in the event of a major disaster?Brendan Sullivan [North’s counsel, agitatedly]: Mr. Chairman?[Senator Daniel] Inouye: I believe that question touches upon a highly sensitive and classified area so may I request that you not touch upon that?Brooks: I was particularly concerned, Mr. Chairman, because I read in Miami papers, and several others, that there had been a plan developed, by that same agency, a contingency plan in the event of emergency, that would suspend the American constitution. And I was deeply concerned about it and wondered if that was an area in which he had worked. I believe that it was and I wanted to get his confirmation.Inouye: May I most respectfully request that that matter not be touched upon at this stage. If we wish to get into this, I’m certain arrangements can be made for an executive session.

The Rex-84 Alpha Explan (Readiness Exercise 1984, Exercise Plan; otherwise known as a continuity of government plan), indicates that FEMA in association with 34 other federal civil departments and agencies, along with other NATO nations, conducted a civil readiness exercise during April 5-13, 1984. It was conducted in coordination and simultaneously with a Joint Chiefs exercise, Night Train 84, a worldwide military command post exercise (including Continental U.S. Forces or CONUS) based on multi-emergency scenarios operating both abroad and at home. In the combined exercise, Rex-84 Bravo, FEMA and DOD led the other federal agencies and departments, including the Central Intelligence Agency, the Secret Service, the Treasury, the Federal Bureau of Investigation, and the Veterans Administration through a gaming exercise to test military assistance in civil defense.
The exercise anticipated civil disturbances, major demonstrations and strikes that would affect continuity of government and/or resource mobilization. To fight subversive activities, there was authorization for the military to implement government ordered movements of civilian populations at state and regional levels, the arrest of certain unidentified segments of the population, and the imposition of martial law.
Sounds like the drills these agencies practice today. The article further states:
In 2008, for the first time an active military unit has been given a dedicated assignment stateside for civil unrest containment. It is assigned to Northcom, a joint command established in 2002 to provide command and control for federal homeland defense efforts and coordinate defense support of civil authorities.
At the bottom of its page on Rex 84, constitution.org has a number of links to informative articles on this subject. One of the links is for an excellent article from 2000 about “Garden Plot“, the larger operational plan, of which Rex 84 was a part.
I was also surprised to find that FEMA has been around so long. According to FEMA’s website:
FEMA can trace its beginnings to the Congressional Act of 1803. This act, generally considered the first piece of disaster legislation, provided assistance to a New Hampshire town following an extensive fire. In the century that followed, ad hoc legislation was passed more than 100 times in response to hurricanes, earthquakes, floods and other natural disasters.
Executive Order 12127
President Carter’s 1979 executive order merged many of the separate disaster-related responsibilities into the Federal Emergency Management Agency (FEMA). Among other agencies, FEMA absorbed: the Federal Insurance Administration, the National Fire Prevention and Control Administration, the National Weather Service Community Preparedness Program, the Federal Preparedness Agency of the General Services Administration and the Federal Disaster Assistance Administration activities from HUD. Civil defense responsibilities were also transferred to the new agency from the Defense Department’s Defense Civil Preparedness Agency.
John Macy was named as FEMA’s first director. Macy emphasized the similarities between natural hazards preparedness and the civil defense activities. FEMA began development of an Integrated Emergency Management System with an all-hazards approach that included “direction, control and warning systems which are common to the full range of emergencies from small isolated events to the ultimate emergency – war.”
For what it’s worth, John Macy was an army man who directed civilian personnel.
Continuing with FEMA’s history:
On March 1, 2003, the Federal Emergency Management Agency (FEMA) became part of the U.S. Department of Homeland Security (DHS).
A New Mission: Homeland Security
Billions of dollars of new funding were directed to FEMA to help communities face the threat of terrorism. Just a few years past its 20th anniversary, FEMA was actively directing its “all-hazards” approach to disasters toward homeland security issues. In March 2003, FEMA joined 22 other federal agencies, programs and offices in becoming the Department of Homeland Security. The new department, headed by Secretary Tom Ridge, brought a coordinated approach to national security from emergencies and disasters – both natural and man-made.
On October 4, 2006, President George W. Bush signed into law the Post-Katrina Emergency Reform Act. The act significantly reorganized FEMA, provided it substantial new authority to remedy gaps that became apparent in the response to Hurricane Katrina in August 2005.
According to one of FEMA’s official brochures:
[FEMA] is the lead agent for the Nation’s programs in ensuring the continuity of government operations and essential functions and the endurance of our constitutional form of government in a catastrophic event.
According to an article on Rense.com:
In May 2007, Bush signed executive new orders NSDP51 and HSDP20 to replace REX84…These two orders established that the White House administration would take over all local governments under a national state of emergency, instead of Homeland Security.

I’ve found conflicting information regarding the justification for Rex 84. According to a website called Global Research:
The Rex 84 Program was originally established on the reasoning that if a “mass exodus” of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA.
On the other hand, according to the Wikipedia article:
They patterned the plan on a 1970 report written by FEMA chief Louis Giuffrida, at the Army War College, which proposed the detention of up to 21 million “American Negroes”, if there were a black militant uprising in the United States.
If the reporting is correct, it seems they used the threat of potential civil unrest to sell the plan to the American people. To the vast majority of the voting public of that time, it probably seemed a good idea to have protection against unruly “people of color”.
However, as the video makes clear, the potential detainees are now right-wingers. What this reveals is what I’ve continually said, that the government will be on your side as long as it finds you useful. Therefore, none of us should stand for “their” targeting of anyone, whether we agree with them or not.
These plans have been in the works for a long time. Who knows when they will finally be allowed to come to fruition? I believe that God has kept that from happening. Believers must continue to pray and expose “their” demonic agenda.
